true, and if she's one of the ones that made the decision to attack then it would be right to hold her accountable for it. However, I'm pretty sure this decision was left up to the demon king. How much you can hold a solider responsible for the carrying out orders is a bit of a grey area. We tend to be lenient on them but if you want to take it seriously, you would have to consider what aspects of the order where left to their discretion. I'm sure the demon king's orders at least specified that they would invade the humans, so I would consider blame for that on the demon king's shoulders. You could also say that it's the fault of those who prop up the demon king and give them their authority (even by just obeying them) but I don't actually know how they got their authority in the first place.
So, yeah, I don't think attacking the humans in the first place is her fault and I would only judge her by her actions once the sides started fighting. Though, like I said, this is a little grey so that's just one of a few different standards that could be used to judge her.
