Akane and Himari deeply care for each other, and they both understand why the other one would fall in love with Saito, and Saito doesn't want to hurt either girl. They should share him. "I don't love him" but doesn't let her friend love him either.
"I don't care who you date" but doesn't let him do so.
Fuck she's annoying... Why is it almost always the annoying ones that win at the end?

because Saitou has clearly shown the most interest in Akane? He's not a bland self insert, he's a character.
