@saifors I think the idea of broken bones being on a different level than pregnant women and children has to do with the immune system as well as what they are coming in for. Remember that she said those who have already lost consciousness, children with weak immune systems, pregnant women, and people with serious injuries would take priority. Someone with a broken bone would definitely need looked at, but so long as their immune system is strong and, more importantly, they've already been bandaged up then they would be in the yellow tier(unless they get a serious infection). Note how the person with the broken bone already has a cast and how Ellen mentioned painkillers. That image is likely directed towards such people who just need medicine and not a patch up.
