I did actually 'research' this (asking chatGPT, lol); looks like Japan has a drop box where you can drop in your marriage document during days off; the document will actually be processed on the next day the office open, but it'll be treated as if it is legally effective since the date stamped on the document to allow people to make their marriage official on any particular day they want (for instance, their commemorative day might happen to fall on the weekend ). It's such a Japanese way of thinking and this chapter seems to expanded from that idea of instead of just a drop box, there's an actual after hour counter with officer.
