I'm totally behind the idea that she just doesn't think she's worthy, but her behavior isn't unlike a clingy mom either.
Deducing everything about the potential girlfriend and worrisomely wanting to check her out further...ayup.

Well, I don't think Minoru has anything to worry about. He'll know the girl is a keeper if he lets her know about his living situation and she decides to stay. Assuming this isn't some mean prank altogether.

As a side, can I say that I appreciate the continuity this story has? Every chapter seems episodic, but the thought process always connect the end of the previous chapter to the start of the new one.

@agtra I think the recent chapters show that it's developing into a romatic relationship. The author's note at the end of chapter 70 saying "She doesn't want to let anyone have Minoryu-kun!" shows that.

@Sakai What exactly needs to happen for you to consider it development?

We have Shiori's name, Minoru getting a bit more honest with his desires and attraction, and what looks like us getting into just what the two want out of each other in whatever relationship they have going on.
It's also worth noting that each "chapter" is only 5 pages long. 350 pages is equivalent to around 17-19 chapters in most other manga.
