Nah you're spot on.
And yet she ultimately does nothing on that front. Even the president has tried more to "fix" him. She's been cowardly, reticent to lose what she has. She doesn't show signs of caring more about him than her own feelings. This is regardless of what she thinks she wants. Talk is cheap, "thoughts" are even cheaper.
Sure it's not like she's a "lover" in any overtly or comically degenerate way. Doesn't mean she doesn't have a problem. Like I said, the person closest to what she is so far is Kiyo. Whom Gotou only assumes wants something more from him actually, but hasn't really shown it.
And as I pointed out in another comment, I didnt say he was blameless either. But that's simply the practical reality. She's in love with an imaginary version of him, and the great thing about imaginary lovers is they're relatively maintenance free, easy to adapt to, easy to reframe in ones mind.
I know the series isn't exactly high brow but maybe if you want to call out people for not reading, you should read and think about it with a little more emotional intelligence than that of a rock.

Seriously though, I love that we actually have out idiotic boy voice his insecurities and thoughts. Like he has been so warped by Agawa and her sis being his first experience that love has been disconnected from the act for so long.
When he did it with Akito he didnt realize she was doing that because she liked him and when he had that thought he then saw her on the "date" with the f-boy.
Shige fixed him sure, but she did so not because she liked him initially but because she was effectively on the rebound.
So when teach showed up and reintroduced love as a concept to the equation, as screwed up as hers is.
Its got him all disjointed and he hasn't notice anyone else's feelings BECAUSE he never put 2 and 2 together because it never occurred to him that anyone would be with him because they liked him since Agawa, who would screw any one at that point, was his first.
Tl;dr - This whole mess is Agawa's fault and I hope her and the sister disappear into obscurity so gotou ends up with shige. The only logical choice.

All the adults in Gotou's life fail him, including Kiyo here. She only seemed interested that Gotou agreed to marry, not paying attention his obvious lack of self confidence or the bizarre situation he's in that may be connected.

Who's giving up?
My guess is that Shigechi ask Gotou if he is giving up on Agawa, trying to find it if his heart says something else. According to the answer she will most likely help him and Agawa ( think that she will talk with her too).

She then asks him about his plans on getting married and if he’s given up on Agawa. He says it’s not as if he gave up on her, but as Shigemi said prior, Agawa doesn’t seem to care that much about him. Shigemi then asks (hypothetically of course) that if she told him that she liked him if he’d marry her, and Gotou immediately says yes. The caveat being that Gotou knows that Shigemi’s not being serious about that, as even according to her none of the girls he’s been with are serious about him (save Kiyomi). Gotou then thanks Shigemi for her honesty, for waking him up to the reality of his situation even if she was just toying with him sexually. Shigemi wonders aloud what’s the matter with him, before a bit shit eating grin appears on her face. She then tells Gotou that she actually likes him, and there is no misunderstanding, but Gotou repeatedly denies her as her grin only grows wider as her teasing continues. She then almost kisses him, which cause him to panic and accidentally push her to the floor. Shigemi finally propositions him for sex, and he seems to agree to it; ending the chapter.

She's great but when exactly is Agawa going to do something? seems like every girl around Gotou is trying to "help" him except her.

Akito was extremely ignorant about love, relationships and sex, the manga throws that in your face so I don't know how you missed it. She's convinced that Gotou likes other girls and on chapter 60 she admits that even so things are like this, just being around him makes her happier. She's the youngest here, the most inexperienced and timid, and you want the burden on her instead of the asshole playboy who is leading her on? Go back to chapter 34 (her first appearance) and reread the whole thing until chapter 60 and see how much effort she has put in trying to win him over. Seriously dude, the reason Inukai was able to goad her was because she was willing to even become a slut so Gotou would like her.
You're saying she doesn't care about him makes me wonder where's your attention are when you read, there was an example on this very same chapter, she's the only one who cares enough about him to see the absurdity of him, a highschooler becoming a father.
Maybe you don't see it, because "horny hehe", but what the sensei is doing although "heh nice", isn't right. Not only she's his teacher, she's was already an adult when Gotou was a child.
If you go back to chapter 34, there's a scene where she says that she thought he was the baseball guy and turns out he's a pervert. That's the same chapter she appears, meaning that she knew all along, this "she loves a imaginary Gotou" is not on the manga, only in your head.
So yeah, you don't get to call others on having the emotional intelligence of a rock, when you, yourself wasn't able to get one single thing right. Maybe pay attention on the manga you are reading instead of hallucinating your own headcanon based on what you feel.
