I know it's really just a reason to have a catgirl wear a collar, but from a worldbuilding standpoint it's actually kind of interesting that convicted thieves are forced to wear bells so that you can hear them. Seems like it would make it real hard for a thief to use their skills legitimately for adventuring, though.

Oh, page 7 is interesting actually. Seems to be inspired by "irezumi-kei", the Edo period practice of applying tattoos to thieves and murderers, which contributed to the association of tattoos with criminals (though thieves would get theirs on the arm instead). See Mugen from Samurai Champloo for a fictional example.
