Yuzu might be a bit dense, but I honestly think she's specifically deflecting the topic of love around Minami. She focuses so much on the past and having Minami in her life forever; If Yuzu can't reciprocate Minami's feelings (most likely just not understanding the concept of love in general) she's probably terrified of completely losing their current relationship.

Really cant pick whats up in Yuzu head. That reaction in ch 9 made it seem like she also really want something more but every single chance Minami creates Yuzu just brush it off with silly remarks and overall acts as oblivious as it can be. Like, wouldnt even make sense to Yuzu already have feelings for Minami when even bathing together, naked, dont get any reaction from her.
So i rather believe Yuzu has multiple personalities or just like to play with her food way too much.

To be fair the CIA is historically so bad at finding gays that they incidently hide them. Like lets not forget the one time they thought an euphemism for gay man("a friend of dorothy") was actually refering to a real person and started a hunt for the alleged gay kingpin "Dorothy".

TL;DR: Minami is an undercover agent and Yuzu is that one autistic gay person in the gay club that dosn't instanly get Minami is an undercover cop and ACTUALLY tries to help her to find "Dorothy". The IQ is room temperature between these two.
