You can do that most places, just gotta say you don't want a haircut after when you are negotiating what you're there for with them, if they don't offer it as a separate service already.

As for washing/rinsing with carbonated water, it doesn't just sit there on your skin for prolonged periods of time. It's a little effervescent wave and then scrubbing/massage, often with it being a couple rounds of rinse/wash with the carbonated water.
