I Think it's more part of the fact that with the whole "dominant-gender" switch, the author/mangaka also switched all the little idiosyncrasies in dress..

In this case, in our world, you'd have no problem whatshowever finding beach/boat foto's of ladies in a skimpy bikini with a shirt/blouse on , in various states of see-through/wetness. Hell.. that's classic glamour fotography...

Which our MC did here on purpose with the fundoshi + tied shirt combo. He's teasing the hell out of "his" two ladies...
With the clincher on page 15, where he does the Bunny Hop into the water. Grinning like mad, no doubt...

It's the very thorough reversal of all these little hints and triggers that makes this manga so brilliant.
