The panel where you read the name "Shizue Fukisaka" clearly explains this: she got remarried and took a new surname. The kanji is different between the names in the raw, of course.

man the inside of fran's cloak is really cool. also does this imply that she barely got into the game at all before just deciding to replicate omikoshi?
interesting name, it's an honorific way to refer to a mikoshi, a portable shinto shrine which is said to be a vessel for a kami's spirit
