For those complaining, remember...
Victoria was left (kept) alive (for months?) on a cross as insects, worms, etc. continuously devoured her body. This was absolutely brutal punishment.
As for her crimes, we already knew that almost all were instigated by the goddess.
On top of that, she's willingly going to hell just to have a chance for Raul to forgive her.
Given extenuating circumstances (instigation by crazy goddess), and the punishment that she's already suffered, and the punishment that's she's about to suffer (hateful husband in hell), I'd say she's been (and will be) punished enough.
Besides, Raul's crazy. And he's got to reign in Hell. He's not a normal guy anymore, and a normal sane wife would not be fitting for him.
