Maybe the way it will go down is that he has sort of wronged Chikage by getting her to confess and kissing her, and at the same time he has almost kind of declared his intent for a relationship with her, so even though his history and feelings for Usami are probably deeper so normally if he had to choose he would choose Usami, now Chikage is in a sufficiently tactically advantaged position that she can take a step back in exchange for being allowed to share him.
