The story is almost over except nobody has their shit resolved except the MC and FMC, so I smell a “proper confession” followed by the main characters disappearing for 6-10 chapters while the author drags this out.

He already told her he loves her...and she told him that she loves him. So, they are both very aware of their feelings for each other. He is most likely thinking about it from a perspective that he needs to tell her again so that they can start an actual relationship because they both agreed to put it on hold until after his entrance exams.
