Rather than saying that it was a bait, it would be correct to say that the manga got axed before it has time to develop any actual and serious, shame how this series went, the premise was actually quite interesting.
i mean by 17 chapters to not show any indication of Yuri is the authors fault, maybe this plot didn’t sell that well to readers

It certainly isn't yuri (even have some Japanese comments relieved at that fact). Agreed about the tags, both girls love and romance. I don't know what it was officially marketed as though.
Damn you telling me this is bait? Honestly a bigger let down than salamander girl but I can’t blame that one cause at least that one didn’t have a title so blatantly about two people interacting and was about teenage growth. If this manga was a slice of life comedy and didn’t end up yuri then whatever but what’s the point of a serious plot? Should’ve called this series “I became friends with an old Highschool acquaintance” seriously what was the selling point?

For those wondering the author does advertise this as a yuri-like story (百合香る女の子たちの友情コメディ). But it is true there is no yuri in practice (I would know, I read it until the end), just hints of it. If you're expecting some kind of romance I suggest you abandon this now. Not that there's much left.

I do think the author wanted to establish the yuri and extend the story but it's very apparent they didn't have time to. The ending itself isn't very satisfying, either. Just felt like a very incomplete series.
Their description of the series sounds like they never intended for real girls' love and just wanted to flirt with the idea a bit. I'm not sure that quote helps the perception of bait much. At least they were upfront about it never going anywhere though. Still, it's a bit annoying that yuri often gets used to "spice things up" for fun with no intention of anything more. Feels simultaneously manipulative and dismissive.
