If animal pulled sleds are impractical i could see a fer simple magitech solutions working. Something like a halftrack motorized sleds would work for smaller convoys(snowmobile).
And as long as their roads are relatively wide and flat, they could just use the ship propulsion in its original configuration for a hovercraft. If the prototype was strong enought to knock over fantasy enhanced warriors, it should be powerful enough to act as the power plant for a ground effects vehicle. That being said, that fluid drive would be just at home on a swamp boat style sled as well...

Yes and no. It's a smallish nation where its inhabitants gather in communities near the boarder for trade and diplomacy. So it kind of makes sense for there to be some manner of leadership stationed in or near a major trading hub during the limited time outsiders have access to their nation.Isn't it convenient that Souma goes to a random country and immediately meets the rulers by chance?
NGL, I think that is more for the audience's benefit then a realistic depiction of his disguise. Half the chapter he looks like a wanabee Steve Jobs, and the rest like a ringleader of a three top circus menagerie.And for some odd reason his incredibly bad disguise and alias holds (or maybe they're just humoring him).
