Except she does have control over them in some fashion similar to enthrallment. She even orders Yura to "stay" in an early chapter and she sits on the ground. It can be resisted in that same vein, so it's not total enthrallment at least.

Here's a thought. Try replacing "thralls" with "slaves" in your post and see if you still have empathy for a fucking slave-owner.

1. You find a secluded place were people wont overhear.
2. You tell the vampire hunter, in front of Wakana (important!):

She totally showed up bloody on purpose so that she'd have an excuse to buy clothes, then had Ruruna take her to a place that Ruruna shops at, and intentionally chose a similar outfit to Ruruna's. She wanted to do date things on her date with Ruruna, while creating enough plausible deniability to overcome Ruruna's reluctance to spend time with a vampire hunter for personal reasons.

That vampire hunter ... is hunting a certain vampire ... in the same way that single guys (or girls) go "hunting" for romantic interests.

She's now either going to use Wakana's verbal slip as an excuse to stick to Ruruna out of a need to monitor her more closely, or back Ruruna into a corner, get bitten, and make Ruruna "take responsibility" for her for life.
...or...
Option 3: She's already secretly collaborating with Wakana and the 2 of them are going to play Ruruna together to get her included in the harem.

I am convinced, there will be a twist where it turns out that Ruruna has never enslaved any of these girls because she simply doesn't know how to. Wakana was a perverted yuri from the start, the teacher was desperate for companionship, and Yura is our strongest evidence that Ruruna isn't actually enslaving these girls.
