I was wondering why they were focusing so much on this character that I thought was just a two-bit Koito, but it was short, to the point, and it neatly tied up all of the 7th division backstories with Tsurumi's philosophy about war and leadership.
Did Tsurumi plan this, or was this one actually just an accident? It doesn't seem worth it for him to get demoted just to get Usami on his side, but that one panel where he talks about being far from central command makes it seem like he actually wanted that. His surprise at Usami going berserk seemed genuine though, but he's clearly a good actor.
Now I'm starting to believes the guesses people made earlier that Koito has been secretly wavering in his loyalty to Tsurumi since he learned the truth from Ogata. Usami seemed like a Koito knockoff, but now he looks like he could be a foil to Koito, since Koito's admiration for Tsurumi had a legitimate basis, but turned out to be an elaborate lie, while Usami's is just a sociopathic obsession.
