It's the second time she has teased him this way. They've obviously had a romantic quarrel when they were kids (she confessed to him and he was dumbfounded, so she left). This is a very common romantic troupe in anime and manga. They're obviously going to end up together. She has expressed clear romantic interests as well. She clearly and obviously isn't picking on and teasing someone with average looks, grades, and physique day after day just to cuck him.
