Chef license is just basically graduating from a culinary school, you still need actual line experience before even opening up a restaurant.
That being said, restaurants are competitive as fuck and most go under in first 5 years. On top of the loans and initial investment, it's not something you do on a whim.
Saitou getting a license can be no more than a backup. I had a Security Guard license, certs for IT and SE even though im a trained technician for nuclear power cause you never know.
