Hallo hallo and happy holidays!
First of all, we've completed some major server upgrades to cope with the ongoing DDoS attacks and ever increasing traffic, which now exceeds 10 million unique visitors per month. This includes upgrading the webserver and adding an extra database slave/image archive server. Our outgoing bandwidth now exceeds 2PBs a month, but thanks to Path, this is still not a problem. Full details of our servers can be seen on our support page. As ever, a big thanks to all our supporters. We were able to drop our monthly server costs from $980 per month to $765 per month thanks to last month's black friday shopping. Despite our monthly costs getting close to $800 a month, we're still doing OK.
It's our belief that scanlation should take a backseat to the official publication, not vice versa. We're experiencing an influx of early release chapters for Weekly Shonen Jump titles that are coming out before the official English and even the official Japanese release. Our stance is to support the official release when possible, so we're adding a rule banning the release of scanlated chapters before the release of the raw chapter in its original country. You can either wait until the appropriate time to upload these chapters on MangaDex, or upload early with an appropriate delay past the official release.
We believe MangaDex should be a platform for scanlation where anyone can upload to, and we try to avoid any action that would be considered policing scanlation. As MangaDex grows larger, so does the scale of discussion on the website, and we welcome this. However, there's been an increasing trend of groups using the extra pages they insert into a chapter to circumvent the conduct rules we normally apply to the forums and our comments section, as well as adding content that completely derails the discussion of the manga into something entirely unrelated. When the content is political in nature, the comments tend to become offensive, inflammatory and an excessive amount of moderation work is generated for our already small team of mods. For these reasons, we're creating a rule that bans added political content in chapters for series that are otherwise devoid of political discussion. For the avoidance of doubt, we are not banning political discussions per se, but there's a time and place for these, and it's not in chapter comments if the chapter contains no political content whatsoever. Political discussions can go in the general forums.
Finally, thanks for all the helpful suggestions and feedback for our plans for v5. Our second anniversary mega contest will end on January 4th, 2020 to those who'd still like to participate.

3.2.7 Adding extra page(s) to chapters for the purpose of crediting scanlators or translation notes is generally OK. Extra pages which contain extraneous political content, agendas, propaganda, commentary, race-baiting or content that could be construed as offensive may be removed by staff. Extra pages are also subject to the same standards as listed out in section 5.1.
