The series is kind of slow paced in general, teasing the next big plot point for what seems like forever while slice-of-life ish stuff happens. Similar sort of pacing to the Trails in the Sky games. But Kent does take proactive action at times, thanks to having some really smart advisors.

I'm referring more to his tendency to sit and watch while bad things happen only to intervene after things have gone awry.
