Cecil would never stay a regular girl as she is noble child and have mage class, so she will join academy and be sent to front line like her brother. so with Allen, she would be training to get strong, ofc not as strong as she now, but still stronger that Fiona brats.
it just Allen make a promise to her brother to protect Cecil, and because she would be in front line anyway, the best option is to train her to get even stronger.

Also going back into my original point was that yea Cecil IS the daughter of a count but Fiona merchant family COULD be powerful, remember counts are not like dukes and such, they are like in the middle of the ranking, I've seen stories where Great merchant family/groups rival that of Nobles and in some cases surpasses them hence what I was trying to state that they could be on the same level as worth and the ONLY reason that Cecil's a power house now is thx to MC helping her grind lvls and such
