It's probably words the person hearing them doesn't understand.
Yeah, either an unknown language or a distorted sound. If it's these awkward censor boxes it's usually the latter since the rest of the text is understandable, but it also means the typesetter isn't great since there are better and clearer ways of representing what you want. This is also in raw, by the way, so it's not the scanlator's fault.
If it actually is just censoring the words for the audience, while the characters hear it perfectly fine, it's crap writing.
