It's supposed to be an otome game world, so the academy has to be there. It's just that if you ignore the whole otame game aspect, then indeed that frontier land and the MC character give no impression whatsoever that such an academy should even exist. Furthermore, realistically it would be impossible for the MC to leave his land to attend some weird academy. What's the land going to do without its leader? They are so short of staff that there aren't really viable admistrators he could leave behind. Originally he wouldn't be the lord, it would be his father, so he would be relatively free to leave, but now his whole family is dead and he's the only one. How can he simply leave? He just must because of otome game.
