You can post things anonymously, so it's less likely that he would get immediately caught by posting it. Sure she could pin it on him, but with no proof he did it, not much would happen. And once something is on the internet, it never leaves. By the time it gets taken down, the creep shots he took of her would be seen by who knows how many people, saved by most of them, and shared around to even more.
As much as I hate NTR, the "blackmail through creep shots" angle makes more sense than a lot of other plots
It still doesn't make a lick of sense, for various reasons. First and foremost, which is worse? The embarrassment of having peep shots of you uploaded online, or turning into a literal sex pet for a creep when you have a boyfriend/love interest? The mentality behind giving into this sort of blackmail when doing so is SO much worse than the result of the blackmail itself is what doesn't make sense.

Secondly, IP tracking is a thing. It's exceptionally easy to find out who posted a thing and from where, and VPNs and such can't always protect you (especially against law enforcement level search access).

Lastly, it's just stupid.

I mean, I completely agree. It's a completely stupid plot device for a disgusting porn genre, but there is a tiny bit of logic behind it.
1. While it is something that could be tracked, its more of an issue of would the police put effort into doing it. the US has a hard enough time dealing with perverts on the internet, from what Ive heard Japan is a lot more lenient with it. (Lenient might not be the right word, but you get the idea)
2. It doesnt matter if the guys are caught, the pictures are now out there. Once something is on the internet, you have no clue who has seen it, who has downloaded it, put it on other sites, etc etc. That could ruin people's lives, especially (More often than not in NTR) teenage girls
