After all, if the government really wanted to protect kids from their own undeveloped decision-making ability, they wouldn't just forbid them from the dungeon, they would also forbid them from paid gacha. In fact it's brilliant to juxtapose this fantastical irresponsible policy about kids in dungeons with the very real policy on gacha.
Paid gacha is getting forbidden around the world, little by little. And even if it wasn't, usually kids have to use their parents' money to pay for gacha, which means there's a control mechanism right there. It's the parents' responsibility to monitor their kids' purchases.

It's just the same with the dungeon. It's explicitly extremely dangerous. It would absolutely need parental supervision.

I assume they don't outright ban junior dungeon diving because that'd slow down the production of new adventurers. Our MC is in some kinda adventurer school so clearly there's incentive there.

So basically it's a half-baked policy that only kinda works but covers up enough of the problem for politicians to ignore all the edge cases.
Which makes it extremely realistic!
Except it wouldn't really cover the edge cases. Less than a buck for a kilo isn't worth hauling back that amount of trash to a teenager so it SHOULDN'T have solved the problem at all and either you'd still have all the adults attempting to scalp the litter or you'd have even younger kids flooding the dungeon for what they think is easy candy money and dying even more often.

This isn't some secretly clever satire of government incompetence, if it was then the problem still wouldn't be solved in universe, they'd just fudge numbers to claim it was with everyone else being able to see there's still just as much if not more trash, scalpers, and child corpses everywhere. This was just the author creating a stupid bit of world building to explain why the shy girl was poor and thus even more (sim)pathetic. Which I will again state, could have been done in an even funnier way but having her be very bad with money.

I suggest reading my comment again because a key point is that it doesn't cover the edge cases.
