Well all I'll say is that the way you feel is okay but Hozue's story isn't about redemption but instead about showing what a true apology is. If someone is truly apologetic, then they don't need to be forgiven in order to move on. A real apology is about showing the people you hurt that you are trying to change for the better by acknowledging their feelings. After the apology it's about whether they actually do something.Now imagine that a person who used to bully you, years later suddenly shows up and apologizes to you for every harm done. In fiction, that sorry could have resolve everything and the bullied would accept it. But reality isn't often as sweet we think. The bullied would straight up crash out (valid tbf). Though there wasn't any bullying (I think) but tomboy's action were not justified at all. And I still hate when characters out of a sudden gets redeemed, even if they, let's say Killed an entire Nation (I may have exaggerated a bit, but you get my point). For me the Tomboy's Redemption is bullshit and I still don't like her at all (though the author did it intentionally, for which great writing as always or I am just an idiot, I think later makes sense). I always hate power hungry peoples and they always do is harm others for their fun. Her character has a simillar coincidence, but the same can be called for her lackeys, who shouldn't have any redemtion at all. Either way, I am looking forward to her future character arc.

It's not a one-size-fits-all solution, which makes it feel more genuine and thoughtful as an overall resolution.Last one being a straight up "fuck off" made it actually good instead of yet another "redemption with no work" shit show. These aren't completely contradictory statements, but "bullshit" is quite a strong word, and would tend outweigh your more positive comments.
You also talk a bit about bullying in real life and redemption arcs in other stories, but you seem to come to any conclusions about them or relate them back to this story. So it's a bit hard to understand what your actual feelings are about the chapter. On the flip side, no one has to forgive someone who is apologizing. Using your example, if someone killed tons of people then it wouldn't be crazy to never forgive them for that but if they truly changed and with the rest of their life fought to end world hunger, it would be crazy to say that they were a bad person til the day they died.
You never have to forgive people for what they have done BUT, if you don't give space for people to change then no one would ever have an incentive to be a better person. Wouldn't you want people to change for the better especially after they hurt you? Would you rather they continue hurting others just so that you can feel justified in never forgiving them?
P.S. There was no redemption for Hozue. Even though she apologized to the people she hurt she clearly still can't forgive herself, we don't see her trying to be better yet, and we don't see the rest of her class accepting her now that she's trying to change. Remember that in this story, they're all children with the exception of Koharu I guess. They barely understand themselves (as we saw with Hozue in this chapter). Finally, have some empathy for others.

P.S It would be fun to see a manga written on the perspective of a former bully. A silent voice do count but I want to read others to. And again pls read this and take this take with a grain of salt.
