Yuri is the punchline.
The set up/red herring is the snow white tale, Queen found out someone else prettier than her, get jealous and want to kill her to reclaim the top spot. but here, Queen just found pretty girl because, Yuri. so in instead of the original tale, it become the romcom where the plain girl change her hair a bit and she become pretty.

So when you reread, recontextualize:
pic 1, queen try to find a pretty girl, with a smile on her face.
pic 2: the queen disappointed because she did not find a pretty girl.

Edit: I know part of it is that the queen is acting opposite to what she "should", and that Snow is "hiding her beauty" or whatever, but not sure how it comes together.

That makes sense, thanks! So here's how I understand it now:

• The queen is shocked that this girl is "the fairest" when it's not to the queen's taste.
• Queen goes and brings out Snow's beauty to make the mirror correct (in her opinion).
• Now the mirror is confused since he liked Snow how she was.
