I think there's easy solution to make the dragon eat the poison. All they have to do is pour the poison into some gallon-sized ziplocks, strap that to the dog, and send it into the dragon's den.

I like the idea, proposed in another comment, that she should try to make friends with the dragon. With an infinite food supply (but no meat case), a little diplomacy might go a long way. Just don't offer up any dogs!
