I might be wrong, but I assumed that meant inadequate taxes and lax enforcement, not no taxes at all.

My assumption was that he was trying to do a thing where the dungeon funded everything and thus taxes, on people living there, wasn't required. Think of it like places that have basically no tax on citizens but instead are almost entirely funded through tourism. The Dungeon in this case being the tourist spot.

tbf you prob COULD make meth from the stuff in a home depo store... say getting the fantasy world high on meth could be VERY profitable and if you get the taxman hooked they are likely to forget a few zero's in exchange~

Now Maho is really becoming the dungeon overseer, she is renovating it to be a functional and profitable dungeon. Though I wonder what she will do about monster spawns. Until now, no monsters have respawned, making me wonder if monsters don't actually respawn but have to be replaced. In which case I wonder how she would get monsters to put into the dungeons, maybe she can use the animals in the store and turn them into dungeon monsters somehow?
