Well like it has been explained before, her physical growth had been stunted because of her Devouring condition.

So, there is nothing she can do about looking like a 9-10 years old, when she is actually supposed to be 14 years old (by Yurgenschmidt Calendar).

I would say he was always supposed to be handsome being taller than Matthias and everything. Also Suzuka-sensei's art definitely played an extra part in it.
