beginning to wonder if Kogahara really is just a plot device for Lemon.

Unless her focus story is being pushed waaay down the line or something, it seems like she's being almost purposefully sidelined, with how many times she's come back into frame since the flashback, only to just disappear again without any hook landing, or to show up alongside Lemon only.

I think Natsumi as a character who needs depth will be handled just like the lie has been. Ignored for 100 chapters and will be tied in with a sloppy last second effort and call it a day. Supposedly the "main" love interest of the MC is hanged to dry for 65 chapters now almost and we are moving in to another Lemon arc with the job. Just stop wasting people's time and write Natsumi off. She deserves better anyway.

Sunao is sabotaging himself overthinking about his feelings and not talking about them, which is in character from what we have seen, but man please realize that's not solving anything. No dude, you are not like the douche that's leading on multiple girls, you have feelings for one girl and are just out of a years unadressed issue with your ex, the only person you are emotionally manipulating is yourself. Working at the same place as Lemon is indeed a great idea for making schedules with the swap easier, don't overthink anything about it with relationships when it would indeed be freaking convenient for your freaky friday every other day situation.
Also chance missed with the cinema club prez sitting there and hearing about the swap, not even a thought bubble of Sunao or Suzuka worrying about what he heard.

Its hard not to be a doomer so i will do my best to be positive:
This next arc will focus on them airing ojt their conflicted feelings and wnd with them resolving to be friends, and after it we will fully focus on kohagara finally for sure.

Pretty bad chapter for Sunao. I hated reading what he had to say or think. He needs to move on from Kogahara since he doesn't seem to understand you can date someone and still have a female friend.

care to expand on why you think that's the case?
Because there's been multiple opportunities since just the flashback to actually delve into her side of things, and every time she's shown up or (in the case of this chapter specifically) simply been mentioned, it's always through the lens of how it relates back to Lemon's relationship with Sunao.

And that's after 70 chapters of....just not going anywhere with her without including Lemon, Sunao, the both of them, or the status of their relationship, and never about Kogahara as her own person.

Kogahara wasn't even in this chapter, but she's referenced, and it was just to put Lemon on-campus at the university she doesn't attend, simply to get her to run into Sunao. And from here, we're now entering the "Lemon and Sunao justify getting jobs at the same place", even though less than one chapter ago Lemon had resolved to back off and away from Sunao.

So if there's something that makes you think the Kogahara Tour Arc is imminent, I'd love to hear about it.

Also we'll see if any male character is introduced as a LI for Lemon or plot progressor for Sunao to push for Lemon at their job.

Can you really blame him? Him trying to resolve things could (most likely, would) disturb the status quo. People generally don't like going out of their comfort zones or smth like that.
