I don’t read the WN, but if you mean near the climax of the first arc, they already change it. Karin caught cold and is not in her best condition. Arai had his aide advising him to seize this chance for a sure win. While he did throw Karin at his underlings for them to do as they like, it doesn’t get far. Arai himself is more interested in defeating Karin and take back his pride than anything else.

No it's not. Both require different way to execute.

There's also the fact that a high kick isn't something a non-fighter know how to do properly since it's not something you do in everyday life (whereas a low kick is basically an extended walk motion).
