the latest chapter is actually 11, and it got chopped up pretty nicely there (yes. into a few part, this one happen to be in 5 part, and yes i've checked it)

@almondmagnum You'd be surprised at how many kidnappings happen in broad daylight in 1st world countries as well, and even with today's technology, it's not feasible to stop everything with 100% efficiency. With what the USA is going through currently, I don't think any of us can really say that the USA is any better in public safety when our own police forces end up using lethal force on a lot of innocent people because they're power tripping on what little power they can grab.

As for the behavior of police officers in the US, the primary problem is the doctrine of Qualified Immunity, invented by the US Supreme Court over the years from 1967 through 1982. From the 1870s until 1967, there was no legal question that police officers were personally responsible for any violation of someone's rights. Since 1982, unless precedent establishes rather specifically that an officer could not act in a particular way, he or she is indemnified against criminal and civil action.
