Well story wise the whole, "here have money and stay in hotel" is odd yes, then again the thinking was that she would contact her brother when the money ran out. So no, he wasn't staying with them.I have no idea what the living status of her brother is though. It's not clear if he's married or if he lives with his mom (which in japanese culture isn't that strange if you are not in a relationship/married). So it's not clear why he didn't let her stay with him.

Why would he sign a lease for her over a fight between her and their mother? He thought Sayu would cool off and come back home. He knows how his mother is and still sticks around.
