It's Japan, it's just that the church and organization aren't based in Japan (organization seem pretty global based on the priest's monologue on their reach last time)

Benika and her dad are Japanese, while Rose isn't.

On the chapter:
I wonder if those 'police' actually included both the church's knights and the organization's agents, both not knowing their comrades are working under the other side?

Or is this just the church wave and the organization's agents are coming up next (since they mentioned blending in with the police)

Of course Rose isn't, it is explict say she is refugees.
At first it is default to think it is Japan since this is manga. And yeah, there are also nothing prive this can not be Japan.

But i just thing the setting so far kinda vague and also dont have anything much that explict show it to be in Japan 100% for some reason. And from what i see, anime about spy, agent, gourverment etc... do set on different country quite often so it wont be a suprise if this fall into that.

All the way back since ch 1 we've seen/hear Japanese name for places

Hanamiya Shinmachi

Or that Rose's 'new' last name is Shinagawa.

There's also things like Japanese signs, how 'cramp' the city buildings are, or the Japanese train station.
I'm sure some of the scenery can probably be pointed back to Japan if someone try to search hard enough.

I don't see anything pointing to this being 'western' setting, if anything.

I actualalay noticed these. But i mean, all the character talk in Japanese in raw too. So was how all the western spy anime. Or how Alien lot of time use English in Hollywood

And I said there's the literal buildings/locations that's clearly not western style...even if you discount spoken language the location doesn't suggest it being a western setting still.

How does that look western?

Btw, guess what they called Ripley in the japanese version? "エレン・リプリー" (Ellen Ripley)

Everybody disguising as police forces, funneling a major protest into the same narrow space from similar directions at once?
With the plan to attack and detain - all while still dressed up as police - some woman who to all bystanders is just a random refugee?
While people are probably about to start trampling each other because the different sides of the protest are about to meet in the middle?
Yeah that sounds like a recipe to turn a protest into a riot.
