@kilisloe she stated the results from the appraisal. He can't input more watts into something than a microwave oven, seems it is not enough to even get water to scald, much less boil.
As for freezing things, it wasn't mentioned. But Obviously that was appraised too, so it is probably to a similar extent: not able to remove enough joules to make water feel uncomfortable cold, much less freeze it.
And yes, I know he gets op fast. I have read the synopsis. But that is probably because of some bullshit reason (like, somehow being able to train it despite that being stated to only be marginally effective, or that the test results being incorrect), and her labeling the ability as trash in terms of offensive potential on the battlefield is quite accurate with what was appraised.
