This. They started the search because he sold an artefact to their (incognito) princess, whose life was saved as a result. And it was appraised to be godtier. As a result they view him as a criminal and sic headhunters on him?!
If he doesn't resist, he'll get taken 'alive' - and can make cool bling for the country. If he does resist, he'll be taken in 'dead', because it prevents some other group from getting a hold of him.
I'd do the same, even if it's a dick move to the MC. Fuck if I'm going to let someone train assassins/operatives that repel arrows and curse-bomb my units.
This would make sense, if not for the fact that such a shift in policy would have been shown on-screen.
Also, doesn't really make sense as you would not be able to expect to get him or his head before he finds out you want him dead, and he has the godtier artefacts to survive that initial escape to seek refuge to another country. Essentially handing your rivals his abilities on a silver platter.
Even beyond that though, generally your initial approach when trying to recruit someone would be peaceful, trying to get them to enter your gilded cage willingly and thinking they owe you loyalty in return. Resorting to assassination only comes after their rejection. Resorting to publicly hunting them comes after that fails too.
