How can that world have nations beyond city-states?

I feel like the implication from the discussion they have is that the grim reaper didn't "randomly appear" twice, but that it's specifically after Gaile (likely because of the shit he does as a curse artificier). Gaile is just such a moron that he thinks being targeted by the grim reaper is a normal everyday thing everyone has to deal with (so they're just randomly appearing from his point of view), but in reality it never happens to anyone else so it's not actually a threat to nations or anything like that.

I hope this obliviousness is not the case for the rest of the manga, because this means he'll never develop as a character and as a gag it will get old (it already is for some readers, including me).

Also, I guess they already forgot about all the missing adventurers. Are they goners? If so their petrified bodies need to be retrieved and given funerals for the sake of their families. If not, then they should be rescued by dispelling the petrification or something. In any case, the guild is responsible for this but maybe protag's party does have the means to help especially for the latter case. Could result in more rewards if they're not just interested in being good people...

My favorite is the handyman MC who keeps building awesome artifacts and getting 100 man-years' work done overnight, and he keeps misunderstanding that other craftsmen are even better. Like the time he was told people normally take hours to charge up a crystal into magic stone, and he's impressed, because he can't channel magic for hours like that.
