The words used in panel 2 turn out to mean differently after the revelation of panel 4.
In that MISAKI here is not 'based on' the girl Misaki, but Misaki was the 'material' used to make MISAKI.

Basically dad may have rejected scientist for being a stalker and objectifying his daughter (that ring he's got on is probably something he did it on his own)
But the madlad took that as literal as the only reason dad refused is because his daughter is not 'currently' an object...so he turned her into one.
