I'm pretty sure that in the pre-serialization, the little sister is fully aware of Tsuyu's feelings, and she's even trying her best to help her best friend about it.

I don't know how the romance will go in this series since there seems to be some age gap and if it goes in the wrong direction, it may trip some alarms for some but still, it is a cute, fluffy series that is definitely good for the heart.

Mistranslation on page 6. The original was 想像してるんだろうな which should translate to something like "I bet she's imagining (giving the cookie to him)"
