I hate to be "that guy", but that's up for debate; being a high schooler, she's anywhere from 15 to 18 and the age of consent in Japan is 16, so there's a 75% chance she is, in fact, legal.

That said, I do agree that jumping straight into sex, even if it were in a more consensual fashion than the R18 version, ruins the wholesomeness that's being setup, so I have no problem with them not boning until much further down the road.

That's completely untrue. The laws in all Japanese prefectures set the age of marriage and consent at 18 or higher. Japan is super lax on sex crimes however.
