The classic 20-80 rule - this is from manufacturing 101:
you tabulate the problems that you are facing in making a product, and then calculate how long each problem takes to resolve.

You typically find that 20% (or less) of problems account for 80% (or more) of wasted time.
So you then know where to change the process / product, to avoid the bottlenecks.
