I remember reading Black Iron Magician, where the max human level was 5 or something, and that was only heroes and the like. That makes mentioning someone's level actually mean something. Heroine Survival also has similarly low levels, and it also applies to skill levels.The thing is too is that when they use smaller numbers it has so much more of an impact like if the max level was 100 and normal humans usually only reach 20 or something
