i think it's not a nation per se but heroes and great mages of the past since it's told that people who uses magic also absorbs the mana around them thus the spirit getting fucked, and now the heroes that were summoned recently are using magic too fucking much.
basically the more you uses magic in an area where spirits are densely-populated, the more black spirits are generated since they got their essence sucked off. at least that's what i get from binge-reading this lol
