committing to world-building around a society where human-vs-human conflict is unthinkable will be a challenge. A lot of social dynamics only make sense when the threat of violence is a possibility, especially in a fantasy feudal setting. But it's an interesting thought experiment to follow, where all violence involves outsiders and the in-group is 100% peaceful. What would that look like?

Of course, it's possible the girl is just naive, and human-vs-human conflict DOES happen. Or DID happen. The elf looked sus, perhaps this peace among humankind is a modern thing, and 200 years ago, they were having civil wars and claiming territory like normal? On the other hand, that reaction might have been the elf realizing that if Ginko wasn't killing monsters, she's been killing people.

This series continues to be quality, I hope these themes get explored in the future!
I agree that Humans never killing other humans is impossible, even in this world. But it might be much rarer in this world for a couple of reasons: For starters, since there are such a variety of different intelligent species, it would seem a bit ridiculous for humans to discriminate against each other based on ethnicity. While racism still probably exists in this world, it would be racism against actually different races, not just different ethnicities. Also, there are clearly defined and existential threats to human beings (monsters) around. You might hate your neighbor for some reason or another, but if you spend time trying to kill him instead of the monsters outside your door, both of you and your families will die/be killed.

This is a situation similar to "White" in Psycho Pass.

The Judge cannot, well, judge her because even though she kills people, Ginko comes from a completely different world where morality and ethics are wholely different aka outside of their jurisdiction.

Even then, Ginko has never killed anyone innocent in their world, and it's made explicitly clear that she has a moral obligation to never harms innocents or else she commits self-mutilation as a form of punishment, so the Judge should be able to recognise that it's not strictly a black and white case. This set of circumstances requires a more delicate touch than what's basically a law rulebook with a mouth can offer.
