After discussion, it appears the kings plot about why he is spying on Sora The Gatherer is in chapter 44.

Think it supposed to be mentioned much later in LN, but it was also some time ago when I read it and manga deviated a bit from the story.

We still don't know in the manga why exactly the king really needs heroes or their current will, it's only explained that they're training.
