Not sure about Japan, but bullying was fairly common in Korea while I was there. Their society pretty much runs on being superior compared to others and bullying is one way to assert that "superiority". I couldn't tell you how big and intense the problem is in those countries, but the portrayals are so common and practically a given in the medium that it suggests there are some real problems the authors are trying to bring to light.
