Man, you should see the bullying here in the western side of the world! They don't do gradual escalation like the Japanese, it's straight to HR/"Teachers" (teachers/staff join in on the fun), death threats or anything to completely ruin your life the fastest way whether it be physically, emotionally or financially (or all of the above at once) if you just have a different opinion or if you aren't on "enlightened, peace-loving progressive" side of the population.

Caveat to reporting the bullying in the west... what's the ethnicity and skin color of the bully? If the one being bullied is a Caucasian and the one's bullying them are any shades dark or of a different ethnicity then they are most likely to be told to stfu and just take it.

It's not just Japan. Schools are like that pretty much anywhere.
Other kids turn a blind eye at best because it's the weird kid or they fear they'll be next.
Teachers don't care until it's one of the important kids being messed with.

Doesn't even have to be like that. The staff just has to not like you. Back when I was in school I got an indefinite suspension for being bullied. The conditions for them considering lifting the suspension? Get a psych eval and professional assurance that I wouldn't shoot the place up. I never did end up going back to that school.
